Dear Senator Jones:

Major Daugherty of the Florida Fish and Wildlife Commission called me and suggested I forward information I sent him last week to you since your commission is drafting the parasail bill.

Further, I am aware that Chris Abbott of Custom Chutes appeared in person before the Senate panel recently to “comment” on the pending parasail legislation and presented himself as a parasail manufacturer, “expert” and advisor to the commission under Larry Meddock’s WSIA umbrella. Chris Abbott is a convicted felon and it is his very equipment which has been involved in the last 4 deaths in the industry (Alejandra White case, too).

Dear Maj. Daugherty:

I noticed on the WSIA website that you are to be the “WSIA point of contact” for the parasail bill being considered by Senator Jones. Since we have not met, I wanted to introduce myself.

I am Sandy Clark, President and Owner of Sport Chutes, a company I founded in 1983. Since 1983, Sport Chutes has been in continuous operation selling, manufacturing and repairing parasail’s and parasail related equipment for the leisure and commercial marketplace.  For almost 30 years we have been an instrumental fixture in the parasail business worldwide and are the oldest parasail equipment supplier in the U.S. Since 1995, I have also owned Paracraft USA, where we manufacture the Paracraft commercial parasail winchboat used around the world.

I want to create transparency and honesty within the parasail industry. I feel it imperative that you and the parasail safety committee with the state of Florida become informed of some facts that you may or may not be aware of concerning WSIA “experts” whom you may be relying on for advice. I want to be sure everyone comes forward with “clean hands”.

Please note:

1) The last 4 deaths in the parasail industry (a double fatality in North Carolina and two separate deaths in Florida) have been on equipment designed,  manufactured and/or sold by Chris Abbott and Curtis Clark of Custom Chutes in Bradenton, FL. Larry Meddock of WSIA and Rick Lee of Fineline Industries have chosen Abbott as their “expert advisor”. In fact, the Alejandra White accident which is the impetus of this safety bill occurred on Abbott and Clark equipment that they manufactured and designed.

2) Chris Abbott is a convicted felon in the state of Texas. He pled guilty to “Felony Theft” for theft and conversion within the parasail  industry. Please see his conviction attached. Abbott has not only denied this conviction to everyone, but has concealed it. As a result, I feel you should question not only his credibility, integrity, motivation and advice but also that of others whom have knowingly and without disclosure relied on this criminal as their parasail expert.

3) Furthermore, Chris Abbott came over from England as a British citizen on a H1B work Visa which he overstayed. He was ordered to be deported twice by U.S. Immigration and his immigration status is unknown at this time.

4) Abbott’s partner, Curtis Clark, Larry Meddock of WSIA and Rick Lee of Fineline Industries are fully aware of Abbott’s felony conviction and alleged questionable immigration status yet they may not have not been forthright in a “good faith” disclosure of this information to other parties who may be relying on his “expertise” as well.

5) The Custom Chutes website states (and I quote) “Custom Chutes, Inc. is a design and manufacturing company with heritage of experience dating back over 40 years” is misleading statement since Custom Chutes was incorporated in 1998.

Sport Chutes and our customers provide another voice for the parasail industry which wants to be heard. I have spoken with many of our commercial accounts in Florida and we all certainly back increased safety for our sport. In fact, Sport Chutes is designing and testing some new parasails and related products now which will benefit the industry as we, too, feel increased safety is of paramount importance.
