Lt. Dewitz:

Thank you for a copy of your letter to WSIA dated February 17, 2011.

I agree in principal with your suggestion that we need to develop industry standards through a third party such as ASTM.   However, restating my original email to you dated 12/7/2010 where I explained why I chose not to attend the ‘symposium’ chaired by WSIA and sponsored by Chubb Insurance: 

"Because of WSIA’s focus, I have found that most of these meetings, even though called symposiums, are vendor driven events; product and service oriented with little if any groundbreaking policy discussions about public parasailing safety and does not warrant my immediate attendance.  It should come as no surprise that they would encourage organizations like the USCG, FAA, FWC and others including myself, to be noteworthy attendees as we represent an implied endorsement".

Once again, WSIA's, primary mission is to sell membership insurance with the assistance of  a few parasail manufacturers and operators.  By way of comparison, the Parasail Safety Council (PSC), has a ‘safety first’ mission not unlike the Coast Guard. 

The PSC acts as the voice of millions of parasailing passengers who each year trust their lives to commercial operators and who are fighting not to be drowned out by industry laypersons cloaked as experts and motivated by a different agenda.

In my professional opinion, trade organizations setting parameters for safety is dangerous and fraught with conflict of interests.  I question whether WSIA has a genuine interest in following the Coast Guard’s recommendations to developing a consensus [of] industry standard(s) through the American Society of Testing and Materials (ASTM)" 

We fully support your guidance and have already started a working relationship with the ASTM; to accomplish that goal. (see our email correspondence below)

I applaud you and the Coast Guards patience and continued support.
