Operators who are interested in self-regulation over imposed regulations
can take the first step by agreeing to the Minimum Operating
Guidelines listed below. Please submit your confirmation so we can
send a message to Federal and State Regulators.
DISCLAIMER: By agreeing to
abide by the Minimum Operating Guidelines as stated above, is
just an acknowledgment having no regulatory consequences, but rather a
demonstration to State and Federal Authorities a willingness on the part
of all parasail operators to agree on a starting point to imposed
self-regulations thus preventing mandated
regulations, which would be more restrictive in nature and carry serious
consequences if not abided by.
01. CREW MEMBERS.
There shall be a minimum of two (2) crew, including one USCG
licensed captain as defined by USCG standards.
02. TYPE OF VESSELS. Only self-contained Winchboats shall be utilized for commercial
parasailing.
03. USCG APPROVED SAFETY EQUIPMENT. Operators shall use only USCG approved safety equipment in good
condition and in the quantities as required by law.
04. CPR CERTIFICATION.
At least one crew member be current in CPR and/or First Aid.
05. DAILY EQUIPMENT INSPECTION. The Parasail Captain agrees to be responsibility for the daily
inspection of the Winchboat and related equipment to make certain
they are properly maintained and in safe operating condition.
06. PASSENGER SAFETY BRIEFING.
All passengers and parasail
participants shall be given a safety briefing before leaving the
dock and/or before the parasail activity commences. This
safety briefing should include;
a) a
description of the activity itself
b). the safety precautions while underway
c). The procedure in the event of an unexpected emergency.
d) the proper use of hands signals
07. PRE-FLIGHT WEATHER EVALUATION.
It is the Captains responsibility to evaluate and determined if weather
conditions are favorable for parasailing and at know time operate in
rain, fog or during a known lighting storm or frontal system within a
safe distance from the parasailing area.
08. WINCH TOW LINE. a) TYPE: Only double braided tow line constructed
out of Polyester, Nylon or Spectra.
b) MINIMUM TENSILE STRENGTH: 4,200 lbs.
c) TRIMMING: The tow line will be trimmed 2' every 300 flight
rotations.
09. PROXIMITY TO SHORELINE.
At no time shall the parasail canopy while airborne and/or boat travel
within 1000 feet from shoreline or 2 times the line length whichever is
greater or applicable to local rules.
10. PASSENGER WEIGHT RESTRICTIONS.
(HARNESS TYPE ONLY) All commercial parasailing using a harness type
passenger support shall require a minimum (90lbs) and maximum (450lbs)
passenger payload. This requirements do not apply to the ridged chair
design since its dry weight meets the minimum requirements and the
maximum weight restriction by its interior capacity.
11. COMMUNICATIONS.
All Winchboats must be equipped with a VHF radio and/or other reliable
communications onboard at all times. Channel 16 should be monitored at
all times. The above rules are in addition to existing States and
Federal Rules governing safe boating practices.
