1998 USCG Certifies first Parasail Small Passenger T-Vessel McCulloh company delivered the first and only Parasail Winchboat inspection for 22 passengers using 46CFR, Section 173.095(c) for towing vessel which requires a complete stability study and criteria to determine whether a particular vessel has sufficient stability while towing.
